how can i find items in the city
you just need to have activity in torn which'll have a chance to spawn items once a day and then check the map and click on any items that have spawned

like Zhu-Rko already said, you have a chance once a day, as long as you had any amount of activity that day.
if you use Google Chrome, there is also an app called DoctorN,
which, aside from other useful functions, will display you items on your city map right away,
thus relieving you of actually searching for them.
Two ways.
1) Zoom in and look around the city. If you spot an item, click on it to claim it.
2) Get DoctorN (available on the Chrome Webstore: https://chrome.google.com/webstore/detail/doctorn-for-torn/kfdghhdnlfeencnfpbpddbceglaamobk). Enter your API key (available in your settings) and go to the city. Any items will be highlighted with a colorful circle around them.
