I read that there are 18,000 players that log in daily but the number of people in jail are always in the dozens, how could that be?

It's because the crime system is flawed If jail wasn't so punishing to CE then people would have a reason to do crimes that give jail results, but the majority of clued up players will deliberately avoid any such crime, …
I read that there are 18,000 players that log in daily but the number of people in jail are always in the dozens, how could that be?
There are merits for busting and buying people out of jail.
There are also merits for crime clicking and many of the crime categories have safe results with zero/low chance of being sent to jail.
I know, but stil is almost nothing compared to 18,000.
You greatly underestimate the number of people clicking the right crimes for merits gaining.
Also with busting merits going all the way up to 10000 people going for that merit will be grinding away at it for years busting 3/4/5 people or maybe more from jail every single day for a few years.
Bailing is easy as well for the merits many will just blow lots of play money bailing anyone they can until they get the merits.
How many people would you say get arrested everyday?
No idea how many people are arrested each day. But a lot of those are newer players, who haven't learned how crimes work, and who are doing low-level crimes. Those will mostly have short jail times, and both short times and low levels make them easy to bust (and cheap to buy out), so they are usually busted/bought out of jail in under a minute.
Long term, if you want your nerve bar to grow, you have to avoid failing crimes that lead to jail, and there are a number of crimes that are known as safe crimes. Most experienced players will do those. Some players will do drug crimes (which have no safe crime) for the merits, so they get jailed. Political Assassination is the highest level Organized Crime (a faction thing) and those are easy to fail. But in everything else, there are known safe crimes, and most people will do those.
Ask yourself this:
Out the amount of time you spent in Torn, how much time did you spend in Jail?
The answer you get is roughly probably the same ratio to amount of people spending time in jail and playing Torn.
I actually find it difficult to stay in jail long enough to do the duke mission where you have to take a drug and go to hospital.

All these busting nerfs Ched has done to help fill the jail are a backwards approach, just removing % CE loss from red crimes would have filled the jail.
