A faction has declared war to take over our territory.

But with the war system being taken out there is no option to join the wall.

despite warring being removed the territory war is still going on. On the map it can be seen that 6 of our members have been automatically put onto the wall

There has been a report about this that has already been passed on to Kopites, the developer who handles territories, when a fix is created, it will be deployed.
