Does anything happen to stocks held by players that have been inactive? Does the system reclaim them at any point? Theres 2.9b shares of TCHS alone floating around.

Never heard of stocks being reclaimed. And I think you read it wrong.
2.9b of shares total, but only 480m up for sale. It means the 2.5b of shares are already out. Sides, to get the benefit, you only need 150k shares. So perhaps there are players who get 300-450k shares or more.
I would hope not. Especially if they have benefit blocks. It would be like stealing from them. And would make no sense.
