Duke sends you lockpicks and frosting, use them with a regular fruitcake to create a special fruitcake.
Send the special fruitcake to anyone in jail currently, that will finish the mission for you.
is there no way of baking our own cakes?
No.
The problem with the mission is that u have to spend 2 mil at the item market to attain a fruitcake, or if ur lucky, someone threw 1 in the dump and u can get it that way, but u have to send it to someone in jail instead of making 2 mil from it
