What country can you buy combat gear from? If you buy say 23 combat helmets does it just give random figures on protection? So it's possible to get some 64-65 rated equipment?

South Africa and chances are very slim of getting good gear above 64.

I beleive its about a 1% chance of getting gear rated above 64% someone had a guide in the tutorials forum a while ago but i think it got removed.
From my personal experience (i did 50+ SA runs for combat armor) its about a 0.7-0.8% chance to get a 64+ and 0.1% chance to get a 65+ (I got only 1).
Yes its low. When helping little friends by paying good for their armour running i have had very few +64 rated and have bought many many hundreds of them from my friends. Every purchase of expensive gear from my bazaar helps to fund the Nature Watch Charitable Trust.
