I've noticed that since the new servers were implemented that if you spin the any of the 3 wheels in the casino and quickly close the tab or go to a different page in Torn, your reward or consequences won't appear until you physically go back to the wheel page.
This method works almost every time for me:
1. Open multiple wheels in different tabs
2. Quickly spam the spin and stop buttons on the wheels
3. Close the tabs or enter a different part of the website before the wheel has told you your reward or consequence
At this point you should notice that nothing has changed
4. Go back to the wheel page and then the reward or consequence will take effect
