I know this is a really dumb question but how do you get your faction to go to war?????

I know this is a really dumb question but how do you get your faction to go to war?????
Right now faction warring and destructive warring is disabled, and the only warring you can do is territorial warring.
This would require for you to have open territories available, and then you would need to try to take a territory which is already owned by another faction, starting a territorial war.
