And whats the best crime to move from 20 to 25

Short guide for increasing NNB:

At 20 NNB do 4 Nerve Crime Steal Jacket until you have at least 3000 Thefts and 25 NNB. You'll probably get your 25 NNB before hitting 3k thefts, just keep doing them so that the next step becomes possible.

At 25 NNB take the following two General Education Courses: Intro and Driver's License, so that you can do driving-related crimes in the next steps. Switch to 9 Nerve Crime Stealth Virus. Do until you have at least 500 Computer Crimes and 30 NNB. If you are failing too much at stealth virus, do 7 Nerve Thorough Robberies instead for a little while.

At 30 NNB Do 11 Nerve Crime Warehouse Arson.

At 35 NNB and after continue with Warehouse Arson until you get to 40 NNB. Then do 15 Nerve Crime Kidnap the Mayor, keeping at least $75K on you so you aren't jailed if you fail. Do this until your NNB is 60 or until Crimes 2.0 is released. If you don't like the success rate of kidnapping, keep doing arsons.

Also: drink beer, get your Psychology Bachelor, put some merits into crime experience, and get the relevant crime enhancers.

Im doing pretty good with thorough robbery at 20 nnb, never get jailed so far, should I go back to steal jacket or continue thorough robbery?

Also, I know that jail fail reduce CE, but does that also removes some of your crimes done in your crime history?

You could do either jackets or thorough. Jackets are good for getting the theft merits quicker. Your crime history is a total of successful crimes performed; it does not include blue or red results, and is not affected by jailing.
