My Faction > Controls > Applications > Accept / Decline
guaranteed in most cases unless you start your own faction or are the faction leader(if that is the case you already know this) there is a permission under those control that is required to accept/decline people, which you may not have depend on your faction head's preferences.
Sorry buddy but unless you start your own faction i doubt a level 3 has the permission so that probably the biggest factor to being able to accept/decline applications
