What can Blank CD's be used for? I notice it is an Electronic Item, but haven't been able to notice a use for them.

They don't have a use. Essentially a junk item from low level crimes, you can sell them to the city at torn super store or collect them, no purpose besides that.
Lots of items in the game have no real use. For almost everything, there are people who collect them, which is the only reason they have any value at all beyond what the game itself will buy them for.
As one of the above posters mentioned people do collect junk items and other low value items. If you save them, and sell them in bulk to other players you can make decent money. A lot more than what they are valued at.
