Hello, so this guy https://www.torn.com/profiles.php?XID=1996135#/?_k=itrk0i I tried to claim a bounty on him, but it said mitigated, on the part where it normally says hit or miss, and everytime i hit them, it does not do any damage. I luckily escaped from the fight, but Im really confused. Please tell me what this is

It means you're too weak to do any damage to him (in other words, his defense is so high compared to your strength that all of your damage is absorbed/mitigated)

Level isn't a good way to tell how strong someone is

indeed..Check xan used/days old/refills done/time played/xtc/lsd used etc etc. And get the alcost script or whatever its called again
