Those are fake ones, designed to detect scripts that pick them up automatically.
Exactly (I was going to go down the 'eggsactly route but thought that would be twee) ....so there is a cool down then?
Well, yes, but unless you are doing something that you are not allowed to, then you dont have to worry about it.

From my experience you can find roughly 2-3 eggs a day, MAYBE 4 if you're looking. So while not a cooldown per se, I'd say that you're likely to find one egg every 6-8 hours.
I've found 2 in around 3 hours so far o/ not seeing a 6-8 hour cooldown as of yet.
I get excited everytime i find an egg, autopick up will ruin that fun
