I wanted to know how do people get their name to glow in blue. I thought it might be because they are staff but does not seem to be a case.

It is an option available to people who have donated a lot of real life money. Don't know how much tho. Stewie, don't you know?
Yeah what Jesus implied, basically just donate enough real cash over time, while buying subscriptions or Donator Packs.
That will give you the option to turn your name glowing blue like that.
The exact amount is unknown as far as I know, but I heard around $500-1000.
Apparently there's other criteria besides just money donated, although that seems to play a big role.
