That awkward moment when you think you're staff and you're frustrated by the lack of a title or authority you hold.
Something tells me you're way more upset by this crap than anyone else. Half of these are whimsical accounts of "violations" and none of which you're privy to see the follow up to. The players could have received verbals for others in chat being triggered, etc.
Pretty sure the rules were meant to permit people from actually selling accounts, verbose, intentional bullying, or posting areola/penis. They provide staff with as much teeth as they need based on their judgments of the situation, context and player history of abuse.

Just about every comment I've read that is in reply to your OP is constructive, albeit seasoned with whimsy and sarcasm.
Persons entrusted to interpret and enforce rules are often met with all manner of situations that aren't as delineated as the rules, or simply don't meet thresholds requiring anything but a warning, and chalking it up to an education session.
Not all outcomes need to be punitive.
I think the saying is "pick your battles wisely".
