It's close enough to being random that you can't really count on it. If they don't have flowers or plushies when you get there, don't wait. Look for temporary weapons. (Grenades, usually.) Those usually make some money, and many items …

If you can't find anything you can make money on, just fly home empty. Don't wait because it's way too easy to sit there a full day and still have nothing to buy.
Because they only exist in places you can fly to and other players are buying them before you land?

That's not really true. If you use travel run and look at the graphs at the bottom, you can see the last 4 days of when flowers restocked. You can see a pattern and can predict pretty accurately when to fly.

It's generally accepted that they restock in 1/3rd the amount of time it took them to sell out.
Flying to the UK is a good one to fly for plushies and flowers due to there being 4 different ones to buy there. It's hardly ever out of stock.
