Classes are unlocked based on racing points, not driver skill.  The below is from Baldr's racing FAQ - which I highly recommend you take a look at:

You start at Class E:
With  25 total racing points, you move to Class D.
With 100 total racing points, you move to Class C.
With 250 total racing points, you move to Class B.
With 475 total racing points, you move to Class A, and you receive a merit point.

Patience.  Everyone in Class E starts stock with no points.  Run a few races and your DS will increase enough that you’ll start winning and collecting points.  But be careful and don’t spend them.  Spend some time reading the various guides so you don’t waste the points early and hurt your chances at the higher levels.

Good way to gain more skill is to join custom 100 lap races. Usually those start relatively fast, you get more time racing than waiting for races to start -> more skill. Custom races won't reward points for top3 placements though.

I suspect you had done very, very few races when you posted this.  In a car with 0 upgrades in e class, you have almost a 50% chance of getting into the top 3 on any given race.  Most people go through E class with no upgrades.  It's not hard, and you're not there long.

Don't start putting every upgrade point you can into your lower class cars.  In E class, either spend 0 points, or 1 point for the stripout.  Any more than that are just wasted, and you would be better off to save them.

The easiest way to get stuck is to spend all your racing points as fast as you can.  If you do that, then eventually you move up a level, have no points to spend on your new car, and you get stuck because you aren't in a position to earn points in your new level.

Rule of thumb though, use only the points you need. Once you start placing in the top 3 on a regular basis then stop using points for that class and save them for the next class. 

I did this and went into Class D, C, and B with a bank of points. Used those points on stuff in that guide and was placing in the top 4 on a regular basis.

Dosnt work that way, best way is to spend as few points as possible in each car as you go up the classes. 

You spend all your points on an E class car and it will get you nowhere when you move to class D. You wont earn enough points to have it fully upgraded by the time you get to D to be able to continue gaining points.

If you put every point you earn into your E class car, you'll get through E class faster.

But then you'll get to D class with no points.  You'll be racing a stock D class car, while everyone else (who saved their points from E class) will have some upgrades.  You'll have a lot of trouble getting to the point where you can earn points in D class, and you'll be forced to spend your points pretty much right away.  

And then, when you do start earning points, you'll probably do the same thing again, and spend all your points on your D class car as fast as you get them.  And then when you move to C class, you're back to the same problem, with no points in hand to work with.

The basic rule you want to follow is to spend no points in E class, save them.  When you move up a class, spend the points you earned in the previous class.  So when you enter D class, use the points from E to do upgrades.  Once you've done that, don't upgrade the D class car anymore, it should be plenty to get you to the next class.  When you move to C class, spend the points you earned in D class.  When you move to B class, spend the points you earned in C.  (This is a good place to save some extras.  You can get through B without spending everything you earned in C, and it helps to save some because in A class, you really want to have enough points when you first enter to fully outfit a car.)

Baldr's guide is good. Like everything else in Torn, racing takes patience, and ideally you would reach class A with 266 points available to fully upgrade one car.

There are two merits available from racing.  One is for reaching Class A.  The other is for 250 wins with a single car.  Otherwise - that's about it.  Some people race for the merits and quit soon after.  Others who stick around typically do it for the fun and challenge of competing with others.
