This is not a bug. so I'm forced to close this.
Someone used your referral number to create a new account. perhaps you gave it to a friend or posted it somewhere.
Either way, someone using your referral isn't a bug.

If you think cheating is involved, use the 'report a player' function on the person his profile and have him checked.
