What does "Driver Skills" do in racing if the race is won based on your car upgrades?

What does "Driver Skills" do in racing if the race is won based on your car upgrades?
Your car upgrades help, but driver skill helps too. And luck. There is a fairly large random factor in any race.
Once you get to A class, especially once you've been there awhile, then in most races, every driver has a car that is fully upgraded, and lots of drivers have different cars for different tracks. So it's hard to have an advantage based on the car when everyone has all the upgrades.
Driver skill can give you an edge. But if you can figure out how to make friends with the random number generator, that's what really wins races.
