Why the **** can people with 1bil speed still hit me? Am I missing something here?

Your dex is only 2.1b, so why would someone with 1b speed not be able to hit you? You would need a huge amount more dex over their speed for you to be completely unhittable. The difference in stats also makes less of a difference the higher those numbers go. You could also have been hit with a dex reducing temp.

Weapon accuracy also plays a huge part, as well as other passive.

 

Those stats posted above arent based around highly accurate weapons and passives aren't factored in either.

 

With the right setup you can have people with a billion speed hitting people with over a trillion dexterity, let alone 2b.

It’s not pointless. But you can’t just have ‘more’ of it than their speed. You need to have a great deal more to cut down their hit chance. Same with defense. Just having more than someone’s strength won’t mitigate all their damage.

You defense needs to be about 10-12 x the strength of your opponent for the damage to be mitigated.

Similarly, if your dex and my speed are equal I'll have about 50% chance of hitting you. Ever seen the graph with a decreasing gradient but the slope never becomes flat?

You can never achieve a 100% miss rate. It can climb as high as 99.9Xx %

You have no merits in stats life or I guess weapon mastery?

 

Literally these 3 things mean your attacking ability is like 60%. 

So people with 40% less stats than you should beat you most of the time

2. get best gear you can get

3. get best weapons you can get

4.get the best mods you can get

5. missions, missions and more missions

6. get at least a billion in defense will help alot

7. better ammo is always nice to have handy, (mission credits or stock bonus)

The best armor right this minute is Combat Gear for Pants, Gloves, and Boots, either Flexible Body Armor (higher defense rating) or Full Body Armor (better coverage), and either Welding Helmets (which block most Temporary Weapons aside from smoke-based ones) or Combat Helmets (which have the best defense). From what I have seen/read, most people strongly prefer Welding Helmets as the elimination of many types of Temps greatly helps in fights. As for the chest piece, most people I know prefer Full Body Armor for the coverage, but the market seems to disagree.

Weapons are a bit harder, as the best guns depend at least partially dependent on what mods you have available for them (which are purchased with Mission Credits, yes). In general though, Armalite is considered a good high-tier gear (Gold AK-47 is very good, but they're also 20b+). For melee weapons many people seem to prefer Diamond Bladed Knives, at least until you can afford the likes of Dual Samurai Swords. I'm not sure how much money you have to work with, so if it's not effectively infinite a Diamond Bladed Knife and a Motorcycle Helmet are fairly good alternatives to Dual Samurai Swords and a Welding Helmet.
