I wanted to get to the Palace from my PI and I knew that I must fire the staff before I went to Palace and I did, but before I needed to pay upkeep before I could do this. Now it let me go to Palace without paying upkeep. The upkeep should be paid, I know from the past, but I saw the red button to pay upkeep after I fired the staff.

are the upkeep costs still there to pay?
Yes, they were still there, I managed to fire the staff but the upkeep was still there. I can only fire just once per day. I know that in the past I could not fire the staff unless i paid the upkeep.

There's no requirement to pay upkeep before leaving a property - that's never been a thing?
i am pretty sure (like 96% sure) that in the past if you did not pay your upkeep/staff you couldn't move out of the property.
You cannot hire staff for a property which has unpaid upkeep costs.
Says when I try to fire maids.
I tried now and I can move into another property without paying upkeep.
In the past I know that you had to pay upkeep to move to another property.
I can put printscreens to show you guys that I could move to a different property without paying the upkeep. Can you guys provide a website so I can upload my printscreens ?

The following should be correct...
- You cannot hire staff while upkeep is due (But you should be able to fire them - maybe there's a bug there)
- You can freely move in/out of properties that have upkeep fees
- Not paying upkeep simply reduces the properties happiness
I understand what you are saying.
I just wanted to let you know that in the past you cannot move into another property while you had to pay upkeep. Now you can move without paying upkeep.

You've always been able to move out of and into properties while you had upkeep waiting to be paid, you're remembering incorrectly
I know what I am remembering and I still stand on my not-paying-upkeep-no-moving-to-another-property opinion on how was it.
We can agree to disagree :) Each of us has the right on an opinion...
I've tested everything, all appears to be working as it should be.
