Afaik there isn't one. We have bugs & issues forum though.

Could be on the login page under contact, https://www.torn.com/contact/

But yes best bet would be to contact a member of staff

If you log out of Torn city you can use the contact us page to open a chat with staff. Or do it ingame as it will be faster. Open a maill or chat with me and I can help you with whatever you need or point you in the right direction.
