What's up with the two leader dictatorship in factions? How about a reformation? Say we implement a new system, a hierarchy, to allow members of a faction who help shape it to be great, some form of executive privilege or some rank other than member?
Say Lieutenant, who's the link between the faction, and the leaders. Someone who has the mettle to carry that responsibility, and who does everything to benefit his faction. It would be up to the leaders to decide who they trust the most, and who would be selected as their lieutenants.

What sort of privileges are you suggesting Lieutenants actually have? Or is it just purely for show (e.g. a bronze fist icon instead of grey)?
There's already a fair degree of granularity in terms of what sort of faction privileges each member can be assigned already. How exactly do you envision that being changed or expanded?
Seeing that some faction members can be granted priveleges by the faction leader, it sounds stupid, but adding an official rank to the factions besides Leader and Co-Leader, you start giving the faction members something to work for, and thus have them earn the rank and honour of being faction Lieutenant. They should basically then have the power to accept new members, kick inactive ones, and start organised crimes within the faction, without having to consult the leader directly, or wait for him/her to start/select members to participate in an organised crime
Yes, I specifically searched suggestion forum for this idea.
Being able to assign roles and grant titles to members who want and strive for that extra recognition, with corresponding faction permissions.
Consiglieres, Chain Leaders/Captains, OC Masterminds, Accountants, Spies, Fences, Soldiers, Recruits or simply let leaders customize titles... . Even if it's just for immersion and no actual mechanics behind it, factions should already have this.
While I agree with the general idea, I'd rather just have the ability to have the permissions given out as and when you want.
