Same reason as most minor crimes are not irl. There is no need for it or benefit from it. If the player wants to bring the case to the public attention, they can. Least at my nick of woods, there is no public records for getting fined or losing your drivers license. You break rules, you lose the priviledge for a while.
For all you who want to be nosy about you friends dilemma with bans... If you cannot man up and ask them, are they really your friend? Just saying.

Try looking into Dude and Tadd's forum behaviour. You cannot throw a ban at one person and turn a blind eye to another.

If you are unhappy about his ban
They won't get touched because they know just how to dance the line before staff is able to take action. Hopefully that changes with the new CM they are hiring.
This indeed is a game, yet some similarities from Rl are present.
Like i said above, you deserve to know if the person banned tells you or comes public with it. Again, fairly simple concept.
Its is also fairly easy to figure lut who the trolls bullies or cheats are, withiyt records. Just be active in chats or forums. Being lazy is no reason.
