As a new player I have found the Wiki and guides to be helpful. Perhaps those areas.

imo i think the best way to "help" newer players would be small cash dumps(5-25m) and drug parcels with LSD, cannabis and the like.

sending them a mail containing low stats targets to help reach lv 15, how to make money through flying/slutting/bloodbags but, no matter how much to give or knowledge you share it wont change the fact most people find this game(text based game in general) absolutely boring and not worth a long grind.

SO the question you should be asking is how to retain the newbs by keeping them entertained, imo the most fun ive had here is trying to get better then my current "rival" whether it be a mission target i couldnt beat or an annoying constant mugger. so as bad as it sounds i think the best way to go  about this would be: small cash dumps+the mails in addition to gettting noobs to bounty each other and encourage mugging at a young age 

side note: i have no clue who this DUDE is, as i am a returnie to torn and never really was into forums before i have no clue if hes a scammer or just a douche with a bad rap, but if his intention to help the new and weak are genuine then more power to him  as noobs could use all the help they can get.
