I used to have a nerve bar of 50 maximum and now I only have a maximum nerve of 32. What Happened?

Check your faction perks. It's the most likely reason for a big drop in nerve bar.
Going to jail 11 times in the last month won’t help your NNB.
It will be a combination of the above 2 answers...
