We should probably have a stickied thread for these kind of things, like a Faction Discussion FAQ with this kind of questions, the how much does a faction cost, multiple links to the buying/selling thread since no one seems to be able to find it despite it always being in the first page, etc.
It should have probably been changed. After what, 8 years of these questions, and dozens of suggestions, you'd think Chedburn would simply make it so if you apply at a new faction while you have a pending application out, it overwrites.
