What mean by passive?
It means that you'll be able to revive player's out of Hospital (with an energy cost), even if you leave the Medical Job.
As a passive it means an effect that is active on you without you having to do anything. Reviving itself is an active ability (you need to active it) but the ability to is a passive. You get it by tracking the max rank of the medical job, after that you keep the ability even if you stop working in that job.
