So my brother join Torn about 3 month ago. We do lived in the same house and use the same wifi. Which mean we do have same ip address. i am afraid Torn's system gonna detect us as multi account. Plus i do have bad history about multi account. So can u guys help us?

We have systems in place for determining multiple accounts from legitimate users. Providing he is creating his own account and is, as you say, another person playing entirely independently it will be fine even when on the same network.
Other issues would crop up if you were using one account to deliberately "feed" the other to attempt to gain financial benefits from operating a second account.

I've had my last two roommates, my ex, and the guy who lives upstairs (who I convinced to play again till level 10 at least) all playing on the same network, no problems so far.
None of them really *play* though -_-

And it sounds like you're trying again.
how do I blacklist someone
If you live in the same place as another player and 'feed' them you will look like a multi.
If you play like 2 different players you are fine.
