"blanks" are better than empty spaces if that's what you are asking
If your company is new or have low stars, people with high stats will not join your company (unless you are paying very high salary). So it will be better for you hire low stats employees and train them to be efficient. This will require a lot of patience but that's what you are getting into. Just make sure that they remain loyal to you cause you don't them leaving as soon as they have sufficient stats.
Only leave empty space when you are sure that you will be able to find a high stats player for your company within short period. If uncertain, better to hire to hire a low stats player and train him to be sufficient. But don't hire a new player and then fire him as soon as you find someone better cause that will make you look like a selfish and unreliable director.
Basically, empty space means 0 productivity. 1 employee filled with 0-20% effectiveness (1 star) to that space, you get 0-20% productivity in general. 1 star is always better than 0, right?
So, when you get 1 star, it is better than no employee. But no employee is better than not active one (couple days depends on his/her working stats and the working stats requirement of the position held and kind of offline for weeks).
What I see is 1 star is better than 0 but I assumed that active 2 star is better than non-active 3-4 stars.
P.S That is what I understand. There is no evidence and also no research was made.
Staff not performing well has a detrimental effect on the performance of the rest of the team.
Better to have no one.
Just find better staff.
