Okay, so i know owning a second account is against torn rules, but would it still be against the rules if I used it strictly for seeing if I could do better than my first time around, without helping my first account at all? Or would it still be against the rules even though I do not intend to help out my first account in anyway?

Whatever in your mind thought that creating extra accounts on a game made you feel it's ok in the first place?
btw I wouldn't even think of breaking any rules now. You are going to be at the top of the watch list for years.
The only way you can have second account within the rules is if you close your first account and restart after that. For this you would need to contact an Officer in the game to get the self-fedding process started. You can find list of Officers here. Then when your first account is closed, you can open a new account and see if you would do better than with your first one.
Obviously there is no coming back to the first account after this, even if you feel that you didn't do better on the second one after all.

Yes, it is against the rules . also It's so ridiculous , you can see a lvl 9 player with 1b$ networth less than 100 age of activy, or couples one of them with 2 hours ago while the other one is 2000 days old and active days of 10!

If you think its going badly now just change the way you are playing and get better.
There is always something you can do to get better.
Unless you have staff delete your current account, having a second account is against the rules.
