yes when you move into the property you will also pay any upkeep required.
if you don't pay the upkeep, it will become a debt owing to Duke....who'll collect it from you somehow or other .....
dare i ask who duke is?
Duke is Torn's loan shark.
The criminal equivalent of a bank giving you loans, as such there's also "murkier" consequences if you don't pay him back.
