I can't manage and remove items from my display. HELP!

I tried to remove my items out from my display but it still in there and I can't arrange them by rows too.

I can add items to my display no problem.

How do you know you cant manage and remove items? does it give you an error message? does it give you a confirmation message? Can you not even do the actions?
