Both of the people doing the crime need to have a decent crime experience. Since it's the lowest level organised crime there is, the crime experience doesn't have to be that high, but the more the better.

For a new player like you, make sure the other member on your team has at least 20-25 NNB to increase your chances.
This goes for all OC's btw, while there's always a random chance of failure, try to balance all your teams and compensate lower NNB members with slightly higher NNB members, depending on the difficulty of the OC.
