You've been jailed probably recently, that will cause a % drop in your crime experience.
Stick to "safe" crimes only if you wanna increase your NNB.
This can happen, yes. There are two possible reasons:
First, if you've recently gotten jailed then you could have lost enough Crime Experience to go down in Natural Nerve Bar.
Second, if one of the numerous methods of increasing your nerve bar without increasing you CE changed. For example, if you were previously in a faction which had Criminality providing a passive increase to your nerve bar, or if you reset your merits and have some put into increasing your nerve bar before. The other option is if you recently left a job at a Pub.
I'm guessing, based on the fact that you work for a TV company and aren't in a faction, that most likely you recently got jailed and lost enough CE to drop your NNB down from 35 to 30 (it appears you were jailed on Jan. 4th). This is the reason why most people suggest sticking to safe crimes, which can be found in Nash's Guide to Nerve Bars.

Use this guide to stick to safe crimes so you don't lose NNB
