You simply just need to buy a racing license from the points building, pretty sure there's no level req. and if there was I'm almost certain you'd already be past it.
The only requirement that is listed in the Race Track page in the Torn Wiki is
Requirement: Before you can race at the Race Track you need to purchase a Racing License for 50 points from the Points Building.
