What is this page?
It is the work around for the system attacks that have been going on the last week or more. Its normal just let it do its thing then log in.
Specifically it was enabled to stop DDOS attacks (Distributed Denial of Service). Which if anyone's inner geek wanted to know, that is where a huge network of bots sends a bunch of requests to the server in parallel in an attempt to cause the server to be overload and not work. The 5 second delay is to allow the system to check your browser fingerprint to ensure its a real browser and not a bot (among other things), if it is a fake request it is dropped and the server never sees it. (Nerd out over). :)
