Is it better to have 4 employees and have 1 who has been inactive for awhile or having 3 employees who are all active?

my comp has a lot of innactives. based on my experience, keeping inactive employee with enough/quite high stats is better than nothing. (my income decreased when i fired one of them). inactive employee with low stat though is different, they contribute nothing to overal effectiveness but they reduce Environment stat quite significantly.
active low stat employee is worse than high stat inactive employee.
