This is information that you'll be able to get best from your faction leadership, as they way they chain may not be exactly be the same as everyone else. Perhaps your faction forum also has a chain guide. 

In short, a chain is a series of attacks made by a faction for the purpose of farming respect. When a faction makes a string of 10 attacks in 5 minutes. When this happens, a chain will begin, and it will count up on the Chain bar next to your life. Every winning attack made on another player (known as a hit) will increase it by 1, and as long as a hit is made every 5 minutes at least, it will continue to get longer until your faction reaches its maximum, or until no attack is made and the chain 'breaks', where it enters cooldown and won't grow any further.

In order to use a chain, you must be in a faction. Some factions do not chain, but many do. Any faction that does chain will be able to instruct you when you join.
