It's possible but it will be 15mins delayed due to the API having an intentional delay so it's not the most practical but still useful.
Scripts using the API would have the same problem but a script that scrapes the stock market page wouldn't have a delay at the expensive of needing to visit the stock market page for the script to legally scrape it.
Edit: I don't see one in the T&U forums but would be fairly easily to write one using API
It's a lovely idea to be able to buy certain stocks when they are on a down trend. If you're buying for the BBs that's ok. The problem arises when you're trying to make a profit and need to sell when the stock is at a high point and about to fall, or forecast as such. It can take a few days to achieve this and in the meanwhile the value of your precious pieces of paper are falling.
