Was there a level cap at like level 50 going back almost ten years ago or am i day dreaming? one for the OG's

No, there wasn't even a level cap of 100 to begin with.

I don't think there was a cap on meds even? And you didn't need lowered life either? Torn was basically open for everything, and it has more or less been a backtracking of nerfs to get things functioning.

That is correct, although I don't believe that meds restored health; you needed a revive for that.
