Yes, warehouse arsons are considered the best crime to increase CE.

I think there are other crimes that give better xp for successful attempts, but have higher fail rates and are not "safe" i;e red results = jail time and loss of CE.
I think kidnapping the mayor provides more CE but you have to have 75k on hand or if you fail you lose a lot
The poor success rate overall on kidnap mayor still leaves arson warehouse as the best option for crime xp.
I finished all my crime honors and decided on Warehouse Arson as the best path to get back to 60NNB

With arson warehouse being mostly green with the right nerve bar i think it gives more 'bang for the buck' ie for overall nerve spent its the best crime for improving your nerve bar.
I have seen people swearing by clicking kidnap mayor over and over again. But with the number of blue results with that crime it cant be the best for crime xp for overall nerve spent.
Thats even without going into the subject of crime merits. If you are failing/getting blue results then you arent getting any closer to earning the many crime merits.
We do have to think long term when playing this game.

Alextrazsa cleared that up in her crime thread - arson warehouse is definitely better.
