Exactly where do you find these Easter Eggs? In city map or do they just kind of pop up sometimes? Just kind of confused about it thanks for any help!

They will pop randomly on the screen. Very easy to miss because they are small.
They can show up randomly on any page in Torn, including if you're flying or just checking events or on someone's profile page.

Can they also be found on android device? Still have yet to find one.

If you leave the page that an easter egg is on, it will disappear, so make sure you click them as soon as you see them.
You might find one or two a day, more if you're lucky. Not every page is going to have one, if you can't see one don't stress too much, there likely isn't on on the page, as the eggs are going to be a fairly uncommon.
Each time you find one, the chance of finding another goes down for a while, the longer you go without finding one the higher the chance of another spawning, to make sure everyone is at least able to find a few, while the most hardcore hunters don't end up with hundreds more.
Click them to get the egg and and bonus depending on color. You can convert a full set into a gold one and get a merit, or sell them. You can convert them here: https://www.torn.com/competition.php

I've been going to every place on the city map, found one on, I think, the City Hall page.
I've also been checking every section of the item market, every page of the newspaper, my own profile page and stats page, etc.
If you have DoctorN running, it will pop up an alert when an Easter egg is on the page.

By any page, does that include even the wiki page and the forums, or even Rule, Staff, and Credits page?

I've never found any on wiki, but other pages even captcha pages, yes.
