If memory serves you go to church.
buy a ring off the market then go to your items and there should be a button next to it where you can enter their name

Wait - befroe you go pushing the ring thing - send a gift to your target mate. I you can't afford something expensive - send her daily roses - or send him daily race cars if more appropriate. And don't use any turn-off lines like - "you wanna do the spouse thing" - or - "hey young thing - daddy is knocking at your door - so what do you say?" Yeah it should be a mission for unmarried people that ends in the spouse bringing all their family over to live
