Bountying is useful and very fun. People bounty others and get enjoyment out of it because they suffer from it, whether it's deserving or not. People who collect bounties also get benefited from it, money and merits. People only complain … - KatasTrophy [2187384]

Not everyone is crime inclined playing the game, but just to enjoy the fun. We all do not have same personality. The issue of perma-bounty is more or less breaking the rule of Harassment. There are Pay to win folk …

Actions have consequences. If someone cares enough to perma-bounty you, you more than likely did something to deserve it. Bounties aren't the end of the world, anyway; just med out when your energy and/or nerve bar is full, and train/do crimes.
If you're a new player (I'd say, under 100 days), and you've already done something to get perma-bountied by several people, it might be worth even restarting. It's not something I'd recommend to anyone older than that, though, except maybe in extreme circumstances.
We already have the "Off the Grid" 1-star Private Security Firm job special, which grants 48 hours of bounty protection in exchange for 20 job points. If you're in a 10-star Private Security Firm, you can give yourself permanent bounty protection by using all of your job points on that. Though this isn't related, you mentioned possibly being unfamiliar with the bounty system, so I thought I should also mention that the lister of an anonymous bounty can be uncovered with the "IP Tracing" 7-star Cyber Cafe job special, which views the lister of all anonymous bounties currently on the player of your choice (making this a sellable/buyable special) in exchange for 25 job points.
Even if you find a way to avoid bounties, though, people can still pay others to hospitalize you and show the seller the attack log. It would be a way to get around the rising costs of your suggestion if implemented, too.
I know it's not very related to your suggestion, but since you seem to view bounties as an overpowered aspect of the game, I figured I'd share these guides with you in case you were interested: How to survive the Bounty Tsunami and Lvcy's Guide to Surviving Bounties.

This is a common occurrence and is part of the game. This isn't farmville. I don't think this needs to be changed. There are ways around it, as lined out by Runic. Don't take the R- personally, I just want to cast my vote on the suggestion.
This game is based upon crime, you can't expect people to fill out the role of someone acting as one and perma attacking/bountying someone, the person they are doing it to probably deserved it so. You can still continue playing the game regardless, it doesn't prevent you from doing crimes or training in the gym or doing other normal game functions at all, so there isn't a real problem.

It's unlikely you're going to find people actively using advanced search to find new players just to randomly find one to perma-bounty. And if someone cares enough to truly perma-bounty you, I can almost guarantee they had a legitimate reason.

If you piss someone off enough to get perma-bountied (which certainly takes dedication), you deserve it. Don't want to get bountied? Don't whine, don't be a dick/troll, stay away from global chat, and you'll be fine.

lets be honest here if you piss someone off enough to perm-a-bounty you... you've won you wasted his/her/it's money. it takes you like a few seconds to use your energy and nerve after that just chill in the hospital lol at them wasting der money if they are not spending a large amount on each bounty then people wont insta hosp you anyways and if they are spending millions per bounty on you just split the profits with a friend and tell them to attack you and cut the money 50/50
there is also a company special that makes it so people cant bounty you so there is a option for you as well.

i know sure im a old player but i was once a low level too and always had the same attitude twords bountys you do have a point with the flying but by the time your level 15 well you can find ways around it (such as getting a job that makes it so you cant be bountyed for a few hours)
for 20 job points thats 2 full days protection from bountys in a 10 star if that is what u wish to have no one could ever bounty you.

I think you should speak to sharkeyfive [1151690] about your bounty suggestion. With over 63,000 bounties placed, totalling nearly $20b and over 5.5k of those bounties on a single person, he is an expert on this subject.

TBH perma-bounty counter productive for the game. A future potential subscriber might be pissed off by that.

Then dont get yourself in the position of getting bountied.
If it is some general dick who loves to flex their ego and bounties for the lulz, they will switch up to a more "triggered" target if you simply ignore the bounties, and get on with your Torn business. When someone wants attention and doesn't get it, they will source the much needed attention from elsewhere.

This. KatasTrophy explained much better than me and straight to the point (possible stupid reason, possible kind of harassment, and how it may affect potential subsribers). Thank you.

The people that are crime inclined turn to things such as bountying and attacking and such, to say that they shouldn't be able to do that is quite frankly stupid since one of the pathways this game provides is to be a criminal and essentially be an immoral character. If you can't handle being bountied or hosped, then you should not be playing this game as you know that there is a risk of you being perma hosped or bountied, or just don't trigger a person to such an extent that they intend on doing so. To be frank, it doesn't matter what the reason is for you being bountied or perma bountied, what matters is that it exists for the purpose of carrying out the path of crime that a player has the ability to make - and you know that they do.
If a subscriber is paying for this game or intends to, they know that it is possible for them to be perma hosped/bountied, they know that it is a risk that comes with this game. This game has been running for 14 years, look at how many playesr have remained over the years, some of those that have suffered from being bountied and hosped a lot , yet they still persist on playing and some are even subs because they know the aspects of this game (that is mainly based on crime for some people) and what people can do with those aspects. It just goes to show that Ched is fine with having perma bounties and whatnot existing, it may annoy a few players but the majority are content with it (as you can clearly see from this thread).

The bounty system works just the way it ought to.
1. It weeds out the weak.
2. It lets everyone know who the whiny little bitches are - especially when they post in the forums.

Piece of advice - if you are new, you should probably mind your business for the first couple of years minimum, unless bounties don't bother you. They clearly do so refer back to MIND YOUR BUSINESS and you should be good. You def joined the wrong faction if you want to fly under the radar.

Bounties can easily be avoided. If the prospect of bounties is particulary distressing for you then dont argue with people and play the game in a nice way and there wont be 1 single bounty placed against you.
Sadly for the intrepid field mouse there are often arguments and disagreements about various things in the game, before any peril ensues think on this. Is it worth it? Is the argument/issue worth it?
If it isnt worth it then let it go. Dont start a massive squeak off about a tiny little thing.
