How do I blackmail someone on here? It is part of a mission and I'm still learning the game.

It's a faction crime that has been organised by a member of your faction. You don't have to actually do anything, the crime just happens on its own. But, you do have to be in a good state at Torn at that time, so for example if you are traveling, in hosp/jail then the crime will not initiate.
Someone from the faction with the correct permissions needs to initiate the crime it doesn't happen automatically.
That's what I said, "organised by a member of your faction" once it's organised it happens automatically unless for the reasons stated above
I think what Buda is trying to say is that in addition to needing someone with permissions to organize the crime (choose the type and members), there also has to be someone who actually initiates AFTER the preparation period (e.g. 24 hours for Blackmail) is done. Just because all members of the OC have Okay status at the time the prep period is finished doesn't necessarily mean that it will be instantaneously initiated then.
This feature is actually quite helpful, as it allows factions to plan OC's during war times and then not run them in order to avoid risking sending their members to jail/hosp while fighting.
