Get experience
Serious answer: attack weaker inactive players and click "leave". That's the quickest way to level.

f**k a Level up. Train your stats
There are lists of level 20 plus players with low battle stats that you can attack level much quicker I will post link soon

Gym, Crimes, and combat all earn you level exp. Attacking higher levels and leaving them earns the most. Here's a quick guide to levelling http://tiny.cc/LevellingGuide
