theres to much to even begin to try and explain...i would suggest spending some time working through some basic signature tutorials until your comfaortable with some of the basic techniques. rated + for trying tho.
deviantart has loads of tutorials , youtube has loads of tutorials ......google search will find loads, seriously in this day and age there really shouldnt be a problem finding loads of gfx help and suggestions.
Anime - I am working through the tutorials too. I find this style very hard for me to grasp, but I keep trying. So I am glad to see you are working at it too.
Try working on the size of your canvas first. 600x200 or 600x100. (double it to size it down)
it's the full 'for dummies' book for cs6 - a bit out of date, but lots of stuff is still the same, or similar enough to work out. key concepts in the book are all still valid and useful.
