Since Torn is known as an MMORPG a common feature is the ability to craft in the genre. 

This is a 3 strain idea for Mechanical, Chemical engineering and cooking education. 

This will require a new bar. Perhaps something called Will power that would work similar to the Nerve bar with hidden exp etc. 

Based on education level and stats you become eligible to learn recipes starting from the most basic tools like primitive weapons to very advanced chemical bombs that require advanced experience in both mechanical and chemical fields. You would need to craft components from both sides and combind them together to make the best of weapons/enhancing items even new drug strains etc. The imagination is really unlimited here. 

Components for crafting can be found in various places overseas or in the item market. So it will also serve as a very nice way to make extra cash from crafted items or components. 

More rare items take longer to craft and you can't travel while the crafting timer is active. 

Crafting recipes can be bought or found on the map. But having the ability to learn the recipe depends if you meet the stats criteria for the specific recipe. 

Anway that's the short of it. I could go into a lot more detail if the idea catches on.

I once had the idea to make the faction laboratory combine certain items (like a recipe) to create drugs, points and various other items other than just a dirty bomb.

Having a skill to learn for individual use could be nice, but making it part of factions could also have its benefits.
