I've gotten between 9,400-14,500. Anything over 11,500 is super rare and I don't see it often spamming arsons.

Stealth virus is the "safe" virus crime. The others will have random jailings. If you have enough CE you will either succeed or fail the stealth virus crime but not be jailed.
You should be doing the 2 and 3 nerve crimes until your natural nerve goes to 20.
By getting jailed, all you are doing is slowing down your progress.
Within the crimes lists, the ones at the top are easier.
Thus chocolates are easier to steal than jackets. However there is always a random chance of jailing with chocolates.

Then after a few weeks on 25 nerve, I would try Armed Robbery - Thorough Robbery. If jailed doing them, then go back and do another 2 weeks of jackets.

Thank you for your answer but I still don't understand why you prefer jackets over chocolate. Does it give more ce? Moneywise chocolate is way better so can't I just do chocolates until I get 25 nnb or would it be too slow?
The reason jackets are preferred over chocolates is because once you reach the necessary amount of CE (around when you get to 20 NNB) it becomes a safe crime, meaning that after that point you will no longer risk getting jailed when doing them, whereas with chocolates there is always a chance of getting jailed, even if you have a 60 NNB.

A little help please. I've been at 50 NN for over a year now. I only do WH Arson/Steal parked Car, with an occasional Kidnap Mayor. The only crimes i have been jailed for is failed OC's. And that's only been 3 times. Am I doing something wrong? It's been about 14 months since i've gone from 45 to 50 NN
Just wondering if there has been any updates on the pawn shop crime? I am really liking the amount of points you get but how is the success rate.
It only took me 5 months to go from 50 to 55 (3100 arsons and a few hundred mayors). So 14 months does seem long.
I do see 15 jailings for you in the last year though, not 3. Depending what sort of jailings they were, they could be one reason for slowing down your progress.
Another reason is the amount of crimes you do (you need more, they're never enough... think about nerve refills with points? nerve perk job?) and probably the ratio of those crimes too. How many are warehouse arsons - and how many are GTA parked cars. The latter are not great for nerve bar increase.
It is nothing strikingly wrong in what you do - but this sort of small things which add up... Want to speed up the progress? Warehouse arsons exclusively - and loads of them.

This may be answers somewhere else, but I can't find it. Do we have any rough estimates on how much more EXP is gained from PA's vs PRs?
I realize the Money gained is substantially higher but at what point does failing PAs break even with successful PRs in terms of EXP? Also, does any of this matter in terms of strong PA leaders? It seems that only pre nerf busters can successfully lead teams consistently... There is a fine balance between keeping top players involved for successes and incorporating younger players and adding teams but at the risk of more failures to people who would generally always get successes had we not expanded. (sorry if this is confusing, I'm exhausted lol)

Well, since the CE reward for a PA is somewhere in the order of 500x Arson, I would assume the experience gain is similar. But this is just an assumption, as experience is even harder to gauge than crime experience. EDIT // Remembering Bogie's post about PA's being the best possible way to gain normal experience, I'd almost guarantee this is true.

I do not have an exact comparison for PAs vs PRs (PRs? Why are you even comparing Political Assassinations and Planned Robberies, I have no clue). But I did run a test to gauge how much level xp is gained from PA success.
I flew to China right before and immediately after PA initiation. Of course all things you do in torn get you some xp, so I did train and do crimes in between, but it was only couple hours of torn time at best. I was at Level 85 with 90% of the way to Level 86. The PA triggered a level up for me and I ended up on 4% of the way to Level 87. So it gave about 14% of level xp between Level 86 and 87. If you wish to run the exact numbers, you would have to get hold of someone in 7* or higher Game shop company who is not level holding and is a part of PA team. They can use 10 job points to get Level progress result.
As for your second question, pre nerf busters have significantly higher CE. Just to put it in perspective, we know from Nash's tests that single crime jailing costs you ~150 Arsons worth of CE. This is NOT a static number, the CE loss is % based. Based on crimes tracking for nnb growth for several individuals (4800 arsons to go from 55 to 60; 3200 to go from 50 to 55; 1600 to go from 45 to 50 etc.) including my own statistics, I came up with following stats:

I don't have solid numbers available for base nnb to 30 nnb. However it is safe to assume that they won't be higher than 1k-2k Arsons. This indicates that at baseline 60nnb, you have roughly 15k arsons worth of CE. And each jailing costs you ~1% of your CE. The more CE you have, the more you lose. This also helps explain why nnb stagnates at 30 nnb for guys who do drug deals or risky crimes. This is exactly the point where the % CE loss is not severe enough to cause a further drop in nerve bar and 80-85% success rate of drug deals gets you *just* about enough CE to cancel out the % loss. (Imagine having 450 Arsons worth of CE at 30 nnb, at 90% success rate you get 45 Arsons worth of CE from 100 drug deals and you lose 45 arsons worth of CE from 10 failures).
If the same logic were to be applied to pre-nerf busters, I'd imagine, Ched while coding in his early days would have kept things simple, made it so that jailing causes 1% loss and busting nets 1% gain. Even if we consider worst case that it used to net you 0.1% CE per bust, the total CE is insane. So if someone with 45 nnb (5k arsons worth of CE) were to do 5k busts in the old times, their total CE would be 5,000 x (1.001 ^ 5,000) = 740,214 Arsons. This is something that is nearly impossible to achieve in the current system. So if you compare busters vs non-busters in PAs, its like comparing 60 nnb and 25 nnb doing Arsons. 60 nnb will succeed 95% of the time, 25 nnb will succeed 70% of the time or so. PAs do have a hard cap for success rate, even Boxcar with 50k busts has failed a PA. However it is much unlikely to happen than non-busters team. It can be argued that a super buster can most likely carry a team of 25 nnbs on his own, however I think Ched may have introduced a cumulative CE requirement for the team as a whole AND a minimum threshold for individual participants too. Busters just take care of the Team CE requirement on their own.

I proved your "research"/guide was flawed before only for you to take the credit before and for my troubles I get mugged/attacked, let me correct you again on several "updated research. PA fails does lose CE, win/fails (2 highest players) does lose CE. I have proved that myself and did not rely on 2nd hand information, how about you?

If you don't trust the numbers then feel free to ignore the research. Alex has put in research and time to come up with those numbers. Me and ReyDuvall all are putting in efforts to cross verify the numbers that she has come up with. To confirm what Alex has said above, PA failures that do or do not cause jailing cost you 0 CE. OCs are ABSOLUTELY safe. I have a person here, who held their nerve bar at 60, stopped doing crimes for 2 weeks to run the tests. Failed 2 PAs in a row (one hard and one soft) and still did not drop down to 55 nnb. I think that is enough evidence to prove that OCs are safe.
To add to that, an additional test was performed where Drug deals were tested. Very first red result was sufficient to drop down to 55 nnb and guess what were the number of arsons that were needed to claim 60nnb? 150 Arsons, exactly the same number as provided in the guide.
Today's PA result was a clean success from them and just for you, I am gonna paste the results here:
